"Q" - (Scott’s Parcel Post) The Parcel Post stamps were introduced in 1913 to help postal authorities make an accurate accounting of revenues derived from handling parcels. Although many of the stamps of this series were issued as early as November, 27, 1912, although the new service did not officially begin until January 1, 1913. These short-lived stamps were deemed unnecessary and they, along with their parcel post postage due brethren, were discontinued a half year later, on July 1, 1913. Part of the problem was the similarity in design, to the point that the denomination was added in the margin on some of the sheets to facilitate identification, as in the example at right.

A Q1 Plate Block with Marginal Imprint
"QE" - (Scott’s Special Handing for Parcel Post) Scott uses the letter "Q" to designate Parcel Post stamps and "E" to designate Special Delivery stamps and thus "QE" for the Special Handling stamps. This is somewhat misleading since parcels were not given the status of special delivery letters, but rather the status of a first class letter. In Scott's defense there is no prefix for regular stamps, they are simply given numbers.
