Hitchcock Domestic Letter Rate: 2¢ per oz. ·  Postcard Rate: 1¢  ·  Registry Fee: 10¢  ·  Foreign Rate: 5¢ The Registry Stamp of 1911    Flat Plate - Perf 10 - 200 Subject Plates The Registry Stamp of 1911 First Day - Dec. 1, 1911 The Registry Stamp of 1911 Although the fee to register a letter could be paid by ordinary postage stamps, in 1911, in an effort to afford registered letters the proper care and handling that they deserved, the Postmaster General decided to issue a special stamp  In practice, the confusion and misuse of this stamp was so prevalent that in May of 1913 its use was restricted to the existing supply until exhausted.
