Although the fee to register a letter could be paid by ordinary postage stamps, in 1911, in an effort to afford registered letters the proper care and handling that they deserved, the Postmaster General decided to issue a special stamp  In practice, the confusion and misuse of this stamp was so prevalent that in May of 1913 its use was restricted to the existing supply until exhausted. Though the stamp was discontinued, it was, and still is, valid for paying the first ten cents of the registration fee.
