The 10¢ stamp paid the postage for a one ounce letter to Central and South America, the 15¢ stamp paid the postage for a one ounce letter to Europe and parts of the Middle East and the 25¢ stamp paid the postage for a one ounce letter to Asia, the South Pacific and parts of Africa. They were first issued using the "wet" method (from 15 to 35% moisture content) and later, perhaps in the mid '50s, by the "dry" method (from 5 to 10% moisture content). The "dry" printings can be distinguished from their "wet" counterparts by the sharpness of the "dry" printings.
